Likely the cheaper ones do the trick on bars, as is my experience. A steerer tube I'm not so sure as I just use the hacksaw, but admittedly I'm never pleased with the result. I'd like a cutter that could do it all

One of these in a vice and a hack saw. If it's a carbon I spray the steerer with water first.

Why not? Just clamp the saw guide under the loo seat and you're away.
