Saracen Frenzy 1998 restoration

Hi Folks, my first post after lots of reading! :)
I am currently working on this 1998 Saracen Frenzy restoration, a discarded bike found in the trash area of a block of flats. I love its crazy style and hate that the UCI Banned the type(Grrr).
I have polished up the aluminium - quite a job! -and this morning, while polishing the head tube, discovered this crack! It was quite invisible before the polish picked it out.
My question for all you experts is, what to do about it? Obviously, it makes the frame dangerous for any stressful activities, that crack is only ever going to get bigger. Is it repairable?

If you have access to a TIG, fill it in, it won't be great and it will only fail again, so go easy, but it's cost you nothing.

if you are paying for it, not worth it I'm afraid, it's dead.
