Respectfully, I really don't think this is the case. This is probably true; 26s steer better, but steering is a skill.

Regarding plastic bikes, carbon is cost effect to produce [overseas] in mass quantities, so it's attractive to a manufacturer. It's light and strong, so it's attractive to a buyer.

Lower quality CF frames are very cheap from the research I've done - something like carbon Sirrus may have a lower frame cost than the alu models beneath it!

But there are good reasons why team bikes aren't made out of cheap CF - it's light and stiff, but building a CF frame that is comfortable and doesn't lose spring energy is expensive.
 
Have to say I'd like to see 650b or 29" wheels as well. Definitely steel though and more of a trail orientated frame than xc. If Chris Chance was at the cutting edge of steel bike design 20 years ago, with steel still being a relevant material I can't see him going backwards and building a xc frame with 26" wheels today.

Had a "chance" to hang out with Chris this week at the Interbike show. then we waited for our flights for a couple of more hours together.
