Spinergy did those in the late 90's with the Spinergy SPOX wheels (the early versions were actually Vectran as well covered in a PVC jacket, later they switched to PBO spokes).
So if you want a set of 26" "rope" spokes get the Spinergy SPOX (albeit their spokes looked less "ropey"). The new wheels are certainly a lot lighter than the SPOX.
