My Indy (s) fork has approx 50mm travel and it’s from 97/98.

It only has an elastomer stack in the one side. Is this normal?

Only just found this out after unscrewing the crown to clean it.
 
No. I'm pretty sure they should have identical spring/elastomer stacks both sides. Judy and Quadra did. Only difference between the legs were the dampers.
 
I'm fairly sure the above is correct based on quadras I had bitd. I heard some people used to take one side of the elastomers out of forks to lighten them up and change the suspension characteristics, but seemed mad to me. I guess in some ways it's no different to air forks with the air being in one side only, but still.
 
Is it possible to put another elastomer inside the other leg of Indy S? I don’t like the fact that it only has one.

Yes it's normal
All Indy's are like that

Rockshox Indy is a cheaper version of Rockshox Judy.
