Came with a frame bought on eBay but I have no use for them, and neither the tools.nor the inclination to give them the service they need.

At present they compress but don't bounce back.

1 1/8" inch threaded. approximately 144mm of steerer, 20.5mm threaded.

Not sure what a reasonable price would be? £55 inc. postage?

ah shit, I think you might be right. not sure how I missed that. it's either that or damage to the finish but probably the former I think
