Currently only provision is right down by the cranks on the outside so would get filthy. If there's the room could I mount one with rivnuts along the downtube below the shock? Any issues? Seems odd they didn't if you could. See Pat's bike.
Might be kinda tight getting the bottle on/out, but you can get side loading bottle cages for that.
Aluminium frame? Should be ok.
Probably void any frame warranty though, if that matters?

I have a plan. Mask off. Tape a washer to the frame in right place. Bit reluctant to use a punch on the tube. How thick would it be just there? Pilot drill first. Then 7mm.
Center punch +1. It will keep the drill bit from wandering around.
You could also shorten the drill bit (cut it w/a Dremel?) to fit inside the space available in the frame. That 90 degree drill attachment will be help a lot.
Release all air from rear shock and compress back end to see if the stay fouls bottle.
Re driing hole, you nay be able to make indent with a scriber, hold frame steady and use small drill eg 3 mm at high speed. If the hole ends up in wrong olace, you can hand file to finish it.
Fit rivny, fit cage and use other hole in cage as template.
