Have you fitted the forks and ridden the bike?

If not, I suggest you stack it up with some spacers, above and below the stem as necessary try it out for a few rides, maybe swap some spacers around try it again and basically make sure your absolutely certain you want to shorten the steerer before you set about it with a hacksaw. :D

Yep, use a fine blade as you get in junior hacksaw.

If you have a pipe cutter use that to scribe a mark as a guide.

A damp cloth to hand helps with keeping the dust damped down. It's not very nice stuff.
