Reverse lockout oddness on rockshox fork

This is the second set of forks I've had which I consider strange, but it may be me.

On most forks I've owned, rockshox included, they bounce up and down until the lockout lever is engaged.

On a bike I've just picked up, and on another set of Reba forks I've owned in the last, the lockout lever needs to be engaged to allow travel, and disengaged for lockout.

This is weird to me, is this normal? Having had 2 forks this way, I'm guessing so, but why is it different and can it be reversed to be more normal?
 
Poploc remote compatibility.

One I had in the past had the lever and a small release button. Pressing the button released all the cable tension, like a trigger shifter changing gears. Pushing the remote tensioned the cable and sets the fork open. Allows a really fast lock out for racing situations.

I imagine you have a non remote fork but the damper design will be the same to accommodate a remote.
 
It's a remote fork with the poplock lever by design. Damper doesn't have the return spring if it's not a lockout version, just seems to be opposite to normal forks i.e. locked out without the lever activated.
