Repairing rust holes.

I’m feeling slightly gutted this afternoon after paying just shy of £300 to get a tandem powder-coated, only for the blasting process to expose a hole in the bottom of the seat tube. The tube has always been sealed at the base, so water must’ve seeped in and rusted / weakened the side over time.

Is there a recommended product I can use to seal-up the hole? Has anyone had any luck with some sort of metal epoxy?

Sloppy job there on the coating-edges of the bb shell, too. it might be prone to moist crawling under the coating, causing further degeneration.

Why was it not welded before coating?
 
Apparently they assumed it was some sort of drain hole! They have offered to re-do the job after I get it sorted, but getting it brazed/welded seems overkill. I just want to seal the tube for now.
 
Ironically, I noticed the tube was sealed at the bottom and had concerns about water collection- so I drilled a drain hole though the BB as a precaution before I sent it to the paint shop. Seems I was right, but a few years too late
 
In that spot (no stem, no seat post etc.) a professional repair is fairly easy and not costly for a welder. Simply have a piece of tube or parts of a tube welded in and grinded flush! - then re-coated!
 
Clear Silicon....certainly be a good temporary measure!

I had a tiny pin hole in a frame years ago after it was stripped and sprayed (again they apparently didn't notice) the tiny blob of silicone had now been in there a decade. No issues.
