Recon lockout issue. Not the usual

Hi folks. I have a set of 09 rock shox recon sl forks I am going to put on the storck. Everything else on it is xt770 so it sort of fits and the bomber marathons are currently on the corratec. I will put up a build when I figure out picture uploads but I digress. Anyway I've never had these on a bike as I new they were due a rebuild so tonight I got stuck in to them and the damper side was indeed out of oil. So replaced all the seals and rebuilt them. All good except they don't work.

It's like they are hydro locked so I pulled the lockout back out and they are fine. So I took the washer with the spring off the bottom and put it back in. they work but no lockout.

I have no idea on there previous life so I have no idea if someone has rebuilt them wrong previously but it looks ok. Anyroad this is the first time I've serviced a set with lockout so this has me stumped. I can get them to compress if I wobble the lockout but as soon as there released there solid again. Any ideas would be appreciated.

I have looked online and can't find anything but hydrolocking because of lower seals going but that's not the case here. It's like the lockout is stuck but it isn't. Proper head wreck this is.

Been out again this morning and tried removing the lockout. I took out the little blue valve from inside the lockout assembly and running perfectly again. So it's the lockout that's faulty. I just can't see why. It's such a simple system turn the knob close the valve. I can see the valve opening and shutting but when it's in the forks they're locked out. No idea why.

Been away this week. I think it's the washer and spring on the bottom that's causing the issue. I'll get a better look tomorrow
 
Had a similar issue on some Rebas, it's possible to put part of the assembly 180 degrees out of line. So it all moves and looks fine on the bench. Put it in the fork and both positions are locked out. Turn the part around 180 degrees, and you get correct function.
