The difference between a normal shop and a bespoke wheelbuilder, as far as I can tell, is using a tension meter.

Nah, its practice.
I started building my own wheels about 15 years ago. Was doing about 6 pairs a year then.

Upon speaking to my local shop in the UK to ask about a decent wheel jig, it turned out i was actually building more wheels than they were.
Most of what they sold was either bought in finished, or a factory build.

Have a look at the wheel pro/Roger Musson book. 9 quid i think.
