Raleigh Royal 708 £50

I collected the Royal!
It's a bit dirty but seems a good honest bike with no serious damage with the paintwork in pretty salvageable condition.
The components are surprisingly low level for me with Alivio mechs and wheels so I feel an upgrade is in order for groupset and wheels to Deore standard at least.
It was being sold by the son of the original owner so that's a real positive. Looking forward to the strip down and clean.
But first, I have some questions that the knowledgeable here might be able to enlighten me on.
First question. What are these?

I had thought spoke holders but then thought, "Why?", were spokes really breaking that often back then?
I am thinking Deore hubs and Sputnik rims. I also have a few XT front and rear mechs that might be serviceable. I believe the cantis are SLRs that I will keep although there is a temptation to go XT all the way.
Raleigh seemed to have this thing about black stems that I'm not too sure about, I prefer a shiny 3t
Overall very happy with my purchase though and the sun is shining so I am going to hose it down. I mush prefer to dismantle a clean bike rather than a dirty one.
 
It's a proper touring frame, so rack and panniers would add extra weight at the back so out in the wilderness you have access to a spare spoke if one went ping
