It is rusting away underneath the paint, especially in areas that could fail as a result.

I have a custom version of this frame (shot in stays, vertical drop outs, custom geo) it was even provided in this colour originally. But resprayed twice since.
I'd get a quote for a repair. They were nice quality and rode quite well in the larger sizes (smaller sizes were more like touring bikes!!), but not particularly rare or "special" frames. So i wouldn't spend that much unless it has sentimental value.

I have an 853 bike size 55 and it is certainly not a touring bike.
