Raleigh 653 fork query

Just a quick one I'm hoping someone can help me with. I've just been stripping a 653 frame down, and can't seem to get a piece of the headset off the fork. It won't budge at all. So I'm wondering if it's a part of the fork? Or just a really stuck piece of the headset?

That's the bottom race part of the headset which comes of, they are usually pretty stubborn to get off.

I usually (although not sure if this is the best way) get a small block of wood to persuade them out.
 
Okay thanks. I didn't want to use too much force only to later discover it was a part of the fork. Back to the shed!

I am sure someone will come along with a more effective method of removal.

I seem to remember my dad using a large spanner which could then tap the race down level rather than hitting each side.
 
There is a specific tool but knocking it off with a drift comes a pretty close second LOL
