Quadruple chainset

Hello guys, I want to ask someone that knows about quadruple chainsets, it’s just that on my retro mtb it’s like this, I would like to know what this detail is

A couple of people sold them in the early 90s for a gimmick. Do the maths on the ratios and you can see it's pointless.

I know Emmelle used a 4 x 6 set up on their 24 speed lower end bikes equipped with shimano sis thumb shifters, instead of the more conventional 3x8. Im guessing cost was a factor in decisions
