From looking at the Action Tec site I see the tool you need is like a ring spanner but with 3 "teeth" on it, it reminds me of something but can't think what...
Could you wedge something in one of the "slots" a d tap it with a hammer? See if it will move at all?

Whereabouts are you BigTez? I might have something in Mancunia that would do the trick - other than some stilsons or big mole grips (not a word, but it's worked before... including fitting

As Jimo said if it's a lock ring somtimes a tap with a drift or blade of a screwdriver will work.
