You could possibly stick one of those either side of the head tube.

The BBB/3M self adhesive hose guides on the head tube should work.
Although you might as well try crossing the cables first? Seeing as how that's how the cables were previously??

plugs, Hope ones have an expanding
rubber plug whereby as you tighten the bolt it squashes out the rubber
plug.
Have done this in the past on larger ID tube, Ive used Rubawrap tape on the rubber plug of Hope's

I use three cable ties to stop head tube rubbing - a large one around the head tube which holds two smaller cable ties to hold the two gear cable outer casings. You have to leave some slack on the smaller ties tho.

This is my "beater" so the paint was already well rough.

You could also put something softer around the cable casing....like this leather patch that I found on this.
