Powdercoated/good condition 51-53cm frame in a dark colour

Trying to find a frame for a friend, and she has something particular in mind. She would like a steel frame in 51-53 size that will take 10sp and 28c tyres. She wants it in a quite plain, dark colour. Doesn't have to be anything fancy.

In a perfect world, I would just buy her an old battered frame and get it powdered, but I'm not in the UK unfortunately.

Can anybody help?

Not steel, but have a mint Trek 520 Pilot in deep metallic blue, rides like steel, but being carbon a lot lighter, this was their top end fast toured, takes mudguards and wide tyres? Pm me
