That's because the background and foreground have been blurred in photoshop. I'd love to see the shot as it was taken and before the 'trickery' as I think most shots look better without...

Its a process called tiltshift. And is normally done mechanically rather than digitally. Though this pic was done digitally though not with photoshop.

Debatable I suppose where to draw the line. For me I'm using a digital process(using a digital camera) to replicate an analogue one should I stop before I mimic tiltshift?
 
I wouldn't mind seeing the unaltered pic. My opinion is that if an 'effect' can be seen then it is intrusive and takes away from rather than adds to a picture.
