Hopefully someone will be able to help with the number on the dropout. 72 on the head tube is the headtube angle 72°
Personally, I wouldn’t strip this frame. The original paint looks perfectly serviceable and there’s nothing wrong with a few scabs. In fact, the paint on that is better than on both my ‘best’ bikes. I’d just clean it up and use it as a nice little bike you don’t need to worry about!
the frameset's head tube angle may or may not be seventy two degree depending upon frame geometry variables
the marking on the head lug indicates the angle between the socket for the head tube and the socket for the downtube
