I got a close up of the repair & it appears (photo wasn't in focus) that the end of the chainstay where it meets the dropouts has been welded (poorly)

You can't cold set 753 and the Perthus was a 6-speed bike originally. I think the repair was needed after someone tried to spread the dropouts to fit a wider hub when the owner made it 8-speed.
