Good to hear you've got one of our beautiful PENNINE A.T.B. frames from 1998.... unfortunately,we lost all our frame records from before 2000 in a fire!!!
It would have been built up with a Campag. ATB group set that were available @ that time.... if you decide on that route we've got some parts that might help!!!! Cantilever brakes,front & rear mech.

I still think its earlier

I mean, 1" headset, signs it had a cantilever bridge, the tubing, campag OR groupset............ nothing adds up to me

after all, they did lose all the records
