PAT HANLON frameset, will include original headset too, see pic below of full build.
According to https://www.classiclightweights.co.uk/classic_builders/pat-hanlon-cycles/ it is a 1964 model as stamped on steerer tube and once belonged to Simon Carter - can't confirm this to be 100% true , but it could well be. Was repainted at some time, as the head badge sports the later Palmers Green address, plus the R531 renovated sticker on the seat tube.
56 ctc square from memory, 100/120mm spacing, some paint chips and scratches, no damage, all threads fine
