Doesnt matter if they are 1" or larger the steerer is removable. Infact it is handy to get a 1 1/8th set as Pace made a shim to reduce it to 1" ( Shim is also probably available still through Tim...he got me one last year.)
Steerer is bolted in so deffo replacable.
If they are early RC30 with the big 4 bolts-in-front crown the steerer sockets were made steerer-diameter specific; so you can get 1", 1 1/8" and 1 1/4". The larger ones can be shimmed down as Jerky says. The two crowns for larger dia steerers have bumps in the front and rear faces to accomodate the bigger steerers, the 1" crown is flat faced.
The later '97-on RC30 was only made with 1 1/8" dia steerer socket but is still a bolt-in job.

As the guys say it's all replaceable. I put together an RC30 with the legs, crown and steerer all from different sources recently. The only problem I found was that between the crown and the steerer I was short of a shim thing to fit the crown race on and the LBS had to bodge ( sorry engineer) me a part to make it fit - this was for a 1" set up.
Yep - thought that when I read the previous posts on this thread - would have saved a lot of ferreting at the bike shop trying to find a suitable length of 1" steerer as well - still you live and learn. Next time I'll know better!

does the "engineered" shim have a flange and recess for the circlip[on the steerer] to stop it all pulling through the crown? If not give me a bell 'cos it may be better to fit the proper bits for safetys sake,

Steerer and shim should look a bit like this-note the circlip on the steerer which sits in a recess in the reducer shim[1 1/4" to 1" shown] and in turn the shim has a flange to sit against the underside of the crown. This arrangement reduces the chance of acidentally drawing the steerer through the crown by tightening the ahead cap bolt.
