Pace RC36 crown race issue

Is there a sleeve or shim that's supposed to sit at the bottom of the steerer on top of the crown which the bearing race goes on?

I've got a big discrepancy between the steerer tube and the crown race. The fit of the top race is snug as it should be, but the crown is as if it is completely the wrong size. What have I missed, or is missing?

Yes you need the shim thingy that Pace forks use.
