PACE RC200 F3 18" SOLD

As per the title I have an 18" PACE RC200 F3 frame for sale, it takes a 1" headset and has the following measurements:
c-c frame - 16.5"
c-c top tube - 22.5"
There are no dents or dings in this lovely frame, it's the stuff dreams were made of in those high end bike shops.
The frame no. is 18RC0852

I'm 'trying' to stick to 2 fully built bikes at them moment so although it would be awesome to keep it (I spent many a Saturday in the Poole bike shop lusting after one while growing up) but if I do then the Orange Prestige needs to go....

Sorry for sounding thick, but is the c-c frame measurement of 16.5" the length of the seat tube & if so is this from the centre of the bottom bracket to the centre of the top tube ?

Also what does NOS mean ? As I've seen it a lot on threads ?

centre of BB to centre of top tube = 16.5" (im guessing to the top of the seat tube will make it 18")

and NOS means New Old Stock, which basicly means it's old stock but it's never been used so is new.
