I have an old Pace RC35 fork currently with a threaded 1” steerer tube.

Is it possible to take this out and replace it with a threaded 1/18 tube?

I’m wanting to use it on a larger head tube on one of my builds.

Does said crown have a 1 1/8” to 1” steerer shim in it? If it’s just steerer to crown then no, you won’t I’m afraid.
 
Without having to take anything apart, if your fork crown is flat across the front and back it's a 1". You will need a different crown. If the crown has a bulge across the front and back face then it's for either a 1 1/8" or 1 1/4" steerer so you will just need a steerer and maybe adaptor if it's 1 1/4". Might be worth listing a wanted/swap listing as someone will want your old stuff.
 
Like above, depends on which crown you currently have.
 
I could be wrong here, but I'm not 100% sure that a bulged crown means 1 1/8. There are various rc35s, the original, AB, then the mx range.

My memory is hazy having not had any for a while, but the easiest way to tell without taking anything apart much is to remove the headset crown race and see what's underneath. Iirc, if your 1 inch steerer is shimmed at the crown, you'll see an amount of the shim sticking out which is to allow a 1 1/8 headset crown race to be seated over it.
