Seller probably doesnt want to be scammed and there are other ways to get money back if not recieved. Also collection available

Buyers dont want to be scammed either. Maybe update the classified guidance so it does not say dont pay via paypal gift and perhaps suggest the other options available that are safe and provide an easy dispute and refund procedure should a deal go south:

i dont think anyone wants to be scammed. And the classified guidance is correct, it is against paypal policy and you are not covered under their protection policy for most instances. However, fraud is still fraud, people forget there is a world outside of paypal.
