The orbit decals look like mid 90s, when we sold them.
Up to early 90s they used that funny double outline decal:

Good point. Just goes to show that way of dating a bike doesn’t always work.

Knowing a bit about Orbit, it certainly doesn’t surprise me that they would have put old 531 decals on a frame. Their quality control was not exactly the most scrupulous from some examples I’ve seen, though that’s not to say they didn’t make nice bikes, of course.
