Although the Orange data that Roger linked to has a blank under 95 C16R, it was actually supplied with a 27.2 post and a 27.2-29.6 shim. And where it says S Tube 30, I actually think that's wrong - they have a 31.8 seat tube and take a 29.6 post. So I presume the seat tube must be internally butted, and that would explain why they supplied a thinner post with a shim - obviously there's no strength loss from using a shim with an internally butted tube, as there is where the butting is external and the internal walls are straight.
Again, as the butting is internal, you need a 31.8 clamp, which is easy enough to find.
The BB shell is 68 as the link says, the fm is top-pull. The 96 (often silver) C16Rs used an E-type fm, but if you have one of the (often dark green) 95s, then that is a normal fitting, would have been conventional-swing at the time, but will take top-swing (i.e., no bulging on the seat tube).
I actually have the seat post and shim off my C16R here, and I'm sure I've got a good original saddle too, but I think it might be on the bike itself, which is unfortunately loaned to somebody who has gone on holiday to Egypt, so I can't get at it at the moment. The posts aren't up to much though, unless you're really keen on originality.
