Orange Clockwork Serial Conundrum

This old Clockwork 19" appears to be December '89. Does the barely distinguishable number suggest it was already refinished?

I'd strip the paint off and see it fully, they may just be faintly marked in.

Was thinking I'd leave the paint intact, if it is original. What sort of base coat is on them? It reads A8912...

Serial number would certainly suggest December 89. Same as my yellow/white.
