I think there are some pretty short crank bros ones. I looked at this last year with a similar question trying to get a steerer to work and crank bros was the shortest I could find plus a zooka stem. its not retro but will at least work.

I've been looking myself and the shortest "vintage" headset was supposed to be the Onza Mongo II but I can't find any data; anyone got one?

I also considered cutting and welding a new section into the steerer but according to this the steerer is supposed Titanium on a Funk fat fork.
