Old pace rc36 forks

Hello folks
Does anyone have an idea if you can stiffen up a set of these old forks? They don't leak although there is a slight knock if you pick them off the ground. They extend fully when your not sat on it just seem to have no stiffness if you know what I mean. Theres only one dial on the rigjt and a blanking plug on the left, nothing underneath apart from the Allen screws which I would of thought hold em together. I don't want to try and get the cap off if there's no need.
