I think the lower the better for your knees, I don't always fit the recommended b/bkt length, as I like the c/rings in tight to the c/stay. I realise this in no guarantee of a lower q factor.
Can be too low, I had the Miche Primato track crankset. Beautiful but I got pain in my knees, it was so low, 138 I think it was. Why you want chainrings tight?

Oh didn't know that either. Miche Primato stuff is gorgeous.

I like the c/rings to line up with the middle of the cassette or freewheel to minimize chain deflection. I have found this makes for a sweeter running drive train with longer life.
