I think they might be some early VP SPD pedals.
Sure I've seen some very similar ones before.

VPs seem to look a little different...

I think the mechanism on those pedals is Shimano. I'd recognise that plate config anywhere, same as on the 747's. The spindle/bearing arrangement seems very Shimano too, with that knurled bit inboard the pedal (as was used on the 747).

I'd guess they're from '96 thru '99.

It's not though, it would be an A series pedal and they where not like this, that's an M series binding setup and nothing like the roadies setups. Also it's not in any of the catalogues upto the millennia to to make sure.

I would be looking at wellgo, VP, mks with their millions of slightly different designs and rebranding they do.
