Looks to be missing an essential bit of plastic that allows the metal loop to be tensioned onto the top tube.

Auction 2 has the right pieces. Not sure what the portage pad is missing. Mine screws directly to braze on's.

Its missing a similar piece to the second auction. The metal band sits in it to allow it to tighten on frames with no braze ons:

If you check the instructions you'll see the piece listed:

doesn't stop you from removing the metal band and using it on a braze on frame, but its not complete as it is for standard frame usage

Thanks for the info gentleman. Unfortunately the last NOS parts we have for the Moots are all listed on eBay now and come with exactly what is in the photos. Hopefully they can help someone out on a build.

These portage pads are very cool & superbly made - all covered in the thickest leather.
