Looks like it’s been hanging around a while just gathering dirt and dust, and the odd scratch or two…. but there’s no signs of a wheel being fitted or any cable rub whatsoever, so maybe genuine, but definitely hasn’t been sealed in a box all these years!
 
It’s hard to call. I’ve had the pleasure of opening a NOS GT frame from around 1996 and it was still wrapped and minty minty, not even the tiniest mark on it. That said it was owned by someone who had looked after it, not stored at the back of a bike shop storeroom.

That one does look like it could have had a bottom bracket mounted - the cup parts are dirty but the furthest threads are not. What could be slight cable rub on the right places on the head tube. Equally they could just be storage marks/accumulated gunk.

It does look like it would clean/polish up with minimal work to really mint condition.
 
I've also had the pleasure of a NOS GT frame (93 team RTS) which was and still is as fresh as it was in 93.

Personally I think that frame is used, or at least built up/full bike that's seen little or no riding before being stripped.
 
To my eye it looks used the more I look.

It may of been found at the back of a bike shop but who knows if it was built and ridden for a year and then stripped and stored with the owner tie wrapping the warranty for safe keeping.

Mine has storage marks but nothing compared to that.

What do these go for in the U.K. typically. There are several good used frames in the the U.S. for $250-$300 on ebay. Exchange rate is 1 to .74 today.
