I had a long discussion/ beers with a frame builder (aluminium/ steel and some ti). A taiwan frame is welded by many people - each person welds just one area at a time, like a production line, whereas a US built frame may be tacked by one person then welded by another.
The welding is a little too neat and the 'pits' from the start/ finish weld/ pits are in the 'wrong' places - they start where the stress points are.
Thats from a technical point of view...
