narrow seatpost bolt question

I bought a beauty of a frame, from 1957, and I have bought the smallest seatpost bolt you can get for it (19mm) and it still has about 4mm room

does anyone know if there were narrower seatpost bolts back in 1957 and if you can get hold of them?

I simply chopped down a 19mm bolt.
