Think all Ritcheys of that time had press in BB's and sleeved top tube.

That fork looks very similar to the one that came on my 83ish Diamondback except yours is chromed and mine is painted black.

Yes ,I have seen them as early as mid 1981.So possibly was added to the frame at that time or later.
