Its definitely not a steerer tube

It's a Rockshox MAG steerer tube, it's externally butted butted below the threading hence you cannot cut threads any lower.
Though it's should be press fitted or whatever into a crown. They don't bolt in.
Thinking about it it might have been the MAG20/30 as the crown tended to loosen/crack, so would easily be possible
