There are some unusual parts.
Syncros handle bar?

Forks don't scream pace to me either. Crown isn't pace, and the rc30s I've owned or seen had welded brake bosses, not bolt on. Hard to tell from the pics but the drop outs don't seem right for pace either, but the legs sort of do, though they also look a bit titanium.

didn't notice the crown and also brake mounts, would be unusual to find a UK made fork on a Canadian made bike. definitely an interesting one M950 group as well

possibly syncros forks and they look Ti aswell

Yes its a Ti Bolt and yes syncros stem/bars

It suggested a one piece syncros bar/stem and a Pace fork.
