Mystery machine - West Sussex

Collected the bike this morning. Took a few more photos of the frame but still cannot figure out what it is. Hoping someone here has an idea?

Nice cut out lugs on the headtube. The very flat-looking pump pegs are something I've not seen before, it's definitely got some age to it, I would guess pre-60s? The 'f' (?) in a circle in the serial seems a pretty distinctive feature, so might help narrow it down?

Nice buy, anyway, even without the nice bits it had on it.

You’d think that ‘F’ would be a give away but I’ve not come up with anything from searching online. It came with the nice crankset etc., I just stripped it down to get a closer look at the frame and give things a good scrub down.
