But the frame needs a strip and repaint too and I'm not sure that it is worth it for a pretty ordinary 2002 ally frame. I'll probably Karma it first to see if it's good for anyone else though.
I have too many projects and wall hangers atm though.

The frame number does indicate a 2002 frame in this case, not 1992. The only confirmed ID on an SF frame number I have is a 2004 Raleigh Savannah. See thread here: https://www.retrobike.co.uk/threads/name-that-frame-what-have-i-bought.322389/#post-2413484

Just to confirm this is what I am seeing with the SF 2021. I assume F2021 would be more normal.
Ok, that isn't the SN, more likely a postcode. Serial numbers are etched/stamped into the BB shell, not added material like this.
The SN will be burried somewhere under that terrible respray unless it's been scrubbed off entirely.
As mentioned so far, it isn't a 2002 Kula. Are you able to confirm if that's a downtube headtube gusset I spy?
The replaceable mech hanger design, and all top-tube cable routing indicate 1998+ but pre 2002'ish.
Yes it has a downtube gusset. I've added a few more pics if it helps.
If it is a postcode it's incomplete and not in postcode format apart from SP20 since it then continues 211578. I take you pint regarding the added material rather than stamping though.
