A few remarks:
Despite the identification of the first Ganolo as a Polchlopek-built frame, M. Polchlopek doesn't seem to have used this style of fork blade and stay detail on his own frames.
The "G O O"/Ganolo connection is very tempting, but I can't find another example of a "G O O" sticker on a Ganolo frame, or elsewhere.
Why would a paint company apply its own decals to a frame built by a third party? As far as I know, Vedett'Email didn't sponsor a team, and didn't sell frames under its own name. A team bike would be likely to have a race number mounting, and unlikely to advertise "cadres sur mesure".
My hunch is that this may have been intended to hang in a shop window advertising custom paint and framebuilding services. The Ganolo firm was apparently an offshoot of the well-known "Cycles Laurent" shop near Place de la République in Paris. See the article here for details.
One of the French forums might be better placed to give more advice: Mélivélo, Tontonvélo, Pignonfixe, etc. Cycles Laurent have a website, and might possibly be able to provide you with more information, but when they were my local bike shop I often found them quite unhelpful!
