Mudguards on close frame with eyes. Choices

I'm in the middle of building up a Giant Speeder Lite.

It has 'proper' eyes like I wanted, but clearances are close.
Sadly I have no 23c tyres to see how it looks.

Surely if it came with eyes, then guards must fit. Does anyone here have any idea

I seem to remember seeing photos of bikes in sunny USA, stripped down like race bikes, but with a luggage rack at the back. This seemed quite common. Maybe it was built with the US market in mind. Does it have fork eyelets also
 
Is it the pink and yellow version?
Pictures on Google suggest mudguards won't fit easily.
Will need very skinny tyres and slim guards.

I had a frame with tight clearances, took an age setting it up so they didn't rub.
Problem was, they only worked in the dry.
As soon as it was wet, the tyres would pick up debris which stuck to the inside of the guard and quickly wore out the tyres.

Probalby the only guards that will work are the Salmon ones - if you can find them used. Probalby also with 23C tyres, and maybe smallish 23C at that (like Panaracers).
