MTB Frame rear fork

Can anyone tell me what these huge brackets on rear forks of a Cannondale MTB are for ?

It's a Cannondale but has no model decals. CODA crankset.
I can't find a serial number . Underneath the BB it says "32 XL"

On the rear forks it has big circular unthreaded brackets : maybe to tow something ?

on the drive side there's also a bracket above the dropout that has what's left of a broken plastic lug : maybe a chainguard ?

Is it a Cannondale? Wheels are 700c from the tyre, so it's a hybrid I guess rather than an MTB.
I've no idea what the brackets are. Pic of whole bike?

It looks that way. Cannondale Street bikes were fitted with a rear wheel lock.
Nothing matches this in the 1999 catalogue and the rear mech would date it to soon after that time. Must be 2002/2003 at a guess. Appears to be a genuine Cannondale, has cranks, seatpost and maybe the front rim branded as Cannondale/Coda. Welds look like Cannondale too. Is there a head tube badge?

Thanks gents : that must be it : frame lock and chain guard (both no longer present) !

front hub is branded CODA Expert dynamo and gives a slight flicker to the front bulb .
back wheel is Mavic : possibly the original got damaged at the same time the framelock disappeared ?

Looks like a 2002 Street 1000. The bosses were meant to stick the seatpost through (I kid you not!). The seatpost had a hole at the bottom like IRC's. The lock (cable, u-shackle or whatever) was then stuck through the seatpost-hole and then to an object to secure the bike. The thing was called Integral Bike Lock and was only available 2002 and 2003 for the Street models. So obscure, I could only find this minature 2003 picutre ...
