I believe it refers to adding radius to hard edges and polishing to reduce weight but that is a bit of a guess.

I think it is a reference to some fettling done for the Mexico hour record by Merckx.

The first widely available bike with this "treatment" was the Colnago Mexico. The cranks were radiused and polished.

Yes. Colnago Mexico frames had a decal on the seat tube that said this. Written in the world champion stripes were the words "RECORD ORA MEXICO 1972". Mind you, they used the same decal on some Super models at that time too. I also seem to recall a laurel wreath decal on the seat tube of at least one Mexico CX model that also commemorated the record.
