Looks like a cage for clamping onto handlebars so most likely from the 60s or earlier - they we used up to the 60s by racing cyclists but not so much after.
Also, Mansfield apparently went out of business in 1967.
Certainly appropreate for a 1960s period build.

Yeah it's got clamps to mount it either side of the stem. It's for a 60s build so sounds perfect.
